The new rule covers more than just property sales, with mortgage and partition documents also included in the 63 document categories.
If you are buying, selling or transferring property in Maharashtra, there is a new step you need to know about. Aadhaar-based identity verification is now required for registering property documents in the state from October 1, 2026.
The new rule covers 63 types of document registrations, including sale and purchase documents, mortgage deeds and partition-related documents. So, it is not limited to someone buying a new flat. Several other property-related registrations will also come under the new process.
The Maharashtra Revenue Department has brought in the requirement through the Registration and Stamps Department. The government says the move is meant to reduce fraud and cases where someone tries to register a property document using a false identity.
The biggest change is at the document registration stage.
If you are appearing for registration of a covered property document, your identity will have to be verified through Aadhaar under the new system.
The rule applies across Maharashtra, so it covers property transactions in Mumbai, Pune, Nagpur, Thane and other parts of the state.
This means buyers and sellers should not treat Aadhaar as just another document to carry along. It is now part of the identity verification process for covered registrations.
For a normal property transaction, buyers and sellers should make sure their Aadhaar details are available before going to the registration office.
It is especially important when there are multiple people involved in a transaction, such as a buyer and seller, joint owners or parties to a partition deed. Each person's identity has to be dealt with as per the registration requirements.
The new rule also covers mortgage-related documents, which means people dealing with property-backed loans may come across the requirement even when they are not actually selling or buying a home.
This is the part property owners should know before assuming that they cannot register a document without an Aadhaar number.
The state has provided an alternative verification process for people who do not currently have an Aadhaar number.
They will need to provide:
The registration will go ahead only after the documents and identity details are verified.
So, not having an Aadhaar number does not simply mean that a property document can never be registered. There is a separate verification route, but it may require additional checks.
There are separate provisions for children and certain eligible categories.
For children below 18, the Aadhaar enrolment application has to be made with the consent of a parent or legal guardian. The government has also stated that a child or eligible beneficiary should not be denied registration only because an Aadhaar number is not available.
This is useful to know in cases where a minor is one of the parties to a property-related document.
For people buying property in Maharashtra, the new rule adds one more thing to check before the registration appointment.
The sale agreement, stamp duty and registration fee are still separate parts of the property purchase process. Aadhaar verification does not replace those documents or payments. It is an identity check at the time of document registration.
For buyers of flats, plots or resale homes, it is better to check the Aadhaar details of all parties well before the appointment. If someone does not have Aadhaar, they should not wait until the registration day to find out what alternative documents are needed.
For sellers and joint owners, the same point applies. A problem with identity verification could mean additional checks at the registration office.
The new system can be summed up simply:
For anyone with a property registration coming up in Maharashtra, the practical step is simple: check the identity documents of every person involved before the appointment. The new Aadhaar verification requirement is now part of the registration process from October 1.
